End of Impunity

The rule of law and accountability for criminals are the cornerstones of justice. Without the equal enforcement of the law on all, there will be no justice and no reduction in crime. In the issue of human rights, the main concern is the involvement of states and their rulers in violating those rights. Whether they are themselves or individuals or groups of people supported by the state. 

Here crime is mixed with corruption, abuse of power and exploitation for private gain and supra-legal interests. In Iraq and the Kurdistan Region, this issue is one of the hottest human rights issues. The Iraqi and Kurdistan Regional Government authorities have been accused by independent human rights organizations and agencies of failing to hold the officials accountable for violating the rights of citizens. In Iraq, there has been talk of impunity for several years for those accused of killing, disappearance and beating protesters and activists, especially since the October 2019 mass demonstrations. Although several fact-finding committees have been formed and received complaints and medical reports from at least 215 people, they have not reached any significant results or published any official reports. The United Nations has repeatedly expressed the danger of impunity, impunity makes human rights violations easier to recur and reduces public trust in the rule of law and when they feel injustice, there is no refuge to turn to. 

The same problem exists in the Kurdistan Region. According to an Amnesty International report, despite the Kurdistan Region's progress in legislating domestic violence, in practice the problems of complaints, shelters, case resolution and victim protection are not adequate. Judges, for instance, view the laws with an old-fashioned mentality and set the protection of “family unity” and the interests of men as their priority. 
Lack of accountability undermines the idea of hierarchy and the superiority of some over others. A society of the rule of law, justice and equality cannot be achieved without equality before the laws.
