Final Version of Anti-Discrimination and Hate Speech Bill Submitted to the IHRC

On July 2, 2025, the KCIL Team submitted the draft bill “Combatting Anti-Discrimination and Hate Speech Law” to the IHRC in the Kurdistan Region through an official meeting. It is noteworthy that, under the framework of the "Justice Resilience Initiative (JRI) in the KRI," supported by the German Federal Foreign Office’s funding via IFA (Institut für Auslandsbeziehungen), the KCIL has introduced the bill through a series of workshops and seminars to the KRI legal communities, including members of the Kurdistan Parliament, political factions, the Judicial Council, the Prosecutor General, and the Kurdistan Bar Association. These efforts aimed to further enrich the content of the bill. Accordingly, the KCIL joined its efforts with the IHRC in gathering inputs and recommendations for the bill.
As the meeting wrapped up, Dr. Muna Yukhna Yaqu, the head of the IHRC, on behalf of her colleagues, expressed the IHRC's readiness to submit the drafted bill to the Kurdistan Parliament and outline the coordinated steps within the Kurdistan Parliament, in cooperation with the KCIL, for lobbying and advocating the enactment of the bill into law in the KRI. Both sides also discussed future joint projects on how to combat discrimination and violence, and on creating the conditions for advancing freedom of religion and belief in the KRI.
