On May 7-8,2025. Erbil
province, the KCIL in coordination with Kurdistan Parliamentary Research Center
organized a two-day workshop for MPs and legal advisors regarding prosecution
of international crimes, deliberating of the KCIL drafted bills on
anti-discrimination and combating and prosecution of international crimes in
the KRI, alongside in-depth dialogues on the KCIL legislative guidelines. Under
the Justice Resilience Initiative in the Kurdistan Region (KRI), This project
is funded by the German Ministry of Foreign Affairs via Institut für
Auslandsbeziehungen (IFA). At the first day, Dr. Asos Brakhas and Dr. Tawana
Abdulrahman, the KCIL Executive Board members, introduced the KCIL
anti-discrimination bill that the KCIL intends to submit to the Parliament
through a joint effort with Independent Human Rights Commission in Kurdistan
Region. In another session, Dr. Mumhead Rashid, the KCIL executive board
member, delivered a session on the KCIL drafted bill on Combating and
Punishment of International Crimes in the KRI. Subsequently, in the afternoon,
Subsequently, the Dr. Sanar Taha facilitated a session introducing participants to the proposed bill addressing
the prosecution of international crimes in Iraq. At the outset of the second
day, Dr. Mohammed Elewa, drew the attention of the participants to the
mechanisms of evidence collection and investigation approaches of the UNITAD in
Iraq to prosecute international crimes. So far, Dr. Gurgen Petrossian delivered
a session The universal Jurisdiction for prosecuting ISIS in third states,
paralleled by a discussion on the experience of Ukrainian judicial institutions
for the investigation and prosecution of international crimes which facilitated
by Ms. Gabriela Radu. The final session of the workshop focused on a discussion
of the legislative guide in the Kurdistan Region, presented by the guide’s
authors—Dr. Hevi Hussein, Dr. Hassan Hussein, and Professor Mohammed Rashid.
Accordingly, The trainers provided a comprehensive overview of the entire
process involved in developing the guide, as well as the practical tools and
methodologies for its application.
